Only 2 leak events?

I was in a situation when playing, where I was hoping to get a lucky leak card played.  After a fistful of dead gnomes and a sunken submarine, I noticed there were only 2 leak cards.

I can see where more can be a decently bad thing, but the ratio of waterpump tokens to leaks seemed off.  We had plenty of pump items and no leaks???

If not taken care of you could potentially have 8 low water rooms, which could be a very bad situation, but still only 2 leaks?

Is this true for everyone?

There are actually three leak cards, since friendly fire also causes a leak.  I find that most games leaks are minor issues.  If they show up in a remote area like the captain's room you can usually just ignore them and they actually help to prevent fires.

Once in awhile though they can really get out of hand.  Because of the way they expand, it takes two actions to handle each leak, and if you try to ignore it, underwater current will pop up and turn that into four.  I've lost games where almost the entire sub got flooded.
