The Fine Rulebook states, on page 151:

" At  Point  Blank  Range  this weapon gains a +10 to hit and infl icts an additional +3 Damage. At Short Range it gains an additional +10 to hit."

Emphasis mine.

So, does this mean that a shotgun has +20 to hit on Short range?

Nope, just poor wording.

Point Blank: +10 to hit, +3 damage

Short: +10 to hit

That's all.

Sometimes I wonder if the people writing the added rules in BC that weren't copy/pasted from previous game lines had English as a first language.

There is actually some justification in that interpretation Smeg, as shotguns that spreads a bit is easier to hit with. At 3 meters it hardly spreads at all. 

But I'm guessing too it's not intentonal, although an ok house rule. Most people would go for the bonus damage if they could though. 

 

On an unrelated note, my first ever DH character was a Scum named Smeg. ;)

I asked FFG for a ruling, and they settled the matter. It is simply poor wording, the total modifier at Close range is just +10.
