I am having trouble determining what to the extent can my players use Imperial Navy Assets. For starters, we simply assumed that request of Orbital Surveillance allows it to be used multiple times throughout the mission. Is that correct? Or is it simply a one time use for the amount of requisition points it costs?

That is up to your GM. These assets can be very powerful, it is in the GM's purvue to determine how often they may be used, or if they are even available in the mission. Your kill-team is a squad of bad-ass, hardened, genetically modified, superhumans… Why would they always go running to the mortal humans for help every time they get into trouble? (wouldn't this be the wrong way round?)
If you as the GM don't want them available, don't think they would or should be available in a mission, or simply feel the players are relying too heavily on these meddlers from outside the deathwatch you are well within your perogative to limit, rescind, or deny them access to them.

Don't forget also that imperial force can be dealing with something else when call to aid come, and then would not be able to respond in time.
If an Imperial fleet in orbitting the oplanet their must be a military reason, if not the fleet has to be somewhere it would serve the imperium and him on earth.
