I'm not of Conspiracies myself (I have 7 mono-faction decks, no ST) and don't have any in any decks. As for Agency, you have Red-Gloved Man (a Neutral), but no Agency "staple" Prize Pistol? Don't have that AP I take it?

I was thinking about removing the conspiracies as well and add some more characters with Willpower. RGM is there because he has willpower. If the conspiracies are removed, he'll go, too. The prize pistol seems like a good idea! Thanks for that pal. I think I didn't include it as I really dislike attachments and stuff...

I am planning to make mono decks for all the factions.

You don't need this one:
Paul LeMond -1 ( u don't need so many Unique Char. )
Mardshall green -1/-2 ( same  )
red gloves man -1/-2 ( same )
the captain -1/-2 (same + 4cost )
norman balckwood jr -1/-2 ( same + 4cost + need day )
flanking maneuver -1 ( need to exhaust 2 charakter, you need 2 FM if there will be some ancient one like Y'Golonac )
ask question later -2 ( do nothing )
the guardian of the key -2 ( do nothing )
short fuse -2 ( cost there are better cards in the set )
Dimensiol rift -2
But You need this one:
Sister sofia +2 ( epic person= a lot of kill )
Nathaniel Elton, Questing for Cathuria +2 ( exhaust villanous character )
Special Agent Clarkston, Can't be bought +1/+2 ( lower cost )
Steve Clarney, Soldier of Fortune+1/+2 ( insted of short fuse )
The Locked Door +1/+2/+3 ( easy to win this conspiracy )
Government Exorcist +3 ( antiterror )
Agency Medic+3 ( protect your unique char. )
New Recruit+3 ( immortal + low cost )
Lightning Gun+3 ( perfect weapon , work really well with Sister Sofia )
Sledgehammer +3 ( kill monsters )
Prize Pistol +3 ( kill everythings )
John Henry Price, Cold and Paternal +1/+2 ( lower cost for support )
If you are afraid of terror put 3 Tcho ctho talisman.
If you switch beneath the burning sun with the day dreamer you can put in your deck 3 x Dream dagger,  with price manor.
My suggestion is also to put Torch the join or political demonstration to kill support card

I wouldn't worry about thinning out unique characters they will die or can be used as a resource.  They are often better than the generic dudes anyway.  I also feel that Conspiracies just take up deck space for the most part.  Short fuse is good against characters with toughness and sometimes just better than shotgun blast.  I think it is important to remember that flanking maneuvers has a non-Ancient One clause so it can't handle Y'Golonac.  Elton and Gov'nt Exorcist are the best answers to Ancient Ones in agency.  In your current deck only paul and the rats can go insane to Small Price to Pay so that is kinda bad.

Sorry my mistake, i will suggest also , remove Rats and DoE because they are broken and the theme is Mono agency :)
