Navigators and Perception

I was reading through the Navigators section and had some concerns about warp travel.

Under the "Fundemantals of Warp Navigation" Stage Three and Stage Five bother me some.

Stage Three "Charting the Course" and Stage Five "Leaving the Warp" are both Perception tests.  Stage three is Perception (+10) and Stage five is Perception (-20).  Given that a starting characters perception is gonna be around 45.  That means they will only chart an 'easy' course about half the time and about two thirds of the time the ship will leave the 'off target'. 

I understand these are starting characters.  But, given that they will only see about an additional +20 Perception over the course of thier career.  Seems like an awful lot of bad course projections and bad 'landings' in thier futures.  Perhaps these rolls should be skill related, like the other parts of Navigation.

This is just off the cuff, but I seem to recall several items in the equipment chapter that give a + to navigation tests. These may mitigate the difficulty.
