Are there any rules for securing communications?  Specifically vox communication?

If there is, I would love a citation or a page/book ref. If not, how do you suggest it be handled?

I don't recall seeing a transmission encrypter in the books, though I admit I don't own Lathe Worlds yet.  But…

I think you mean a 40k Vocoder.  http://en.wikipedia.org/wiki/Vocoder

Simply call it a Voxcoder.
