Honestly i don't see the issue - my group has been ruling (i don't know if incorrectly as FFG STILL hasn't sorted a FAQ/Errata) that any piece of gear that is granted from your 'class' is added into your standard kit and thus can be modified and is always available etc.

If it works for your group fine, and honestly I wish it was originaly designed that way. But by the book you're doing it wrong.

Modify starting kit by specialty? Ain't no Munitorum got time for that!

But seriously, it's not a bad idea to let everyone have the standard kit -and- specialist kit as per book. While Ogryns won't really get any use from a lasgun,  most other classes would essentially get a free additional weapon that they could use when their Specialty weapon would be inappropriate, or in RP terms, a Sergeant, Commissar, or Storm Trooper might take that extra lasgun and prove they haven't forgotten how to wield one with the best of'em  (especially since their specialist weapons are all shorter in range). If nothing else, players do have the option to just leave their surplus lasgun at the barracks. Have it, stow it, save it for another mission.

This is what my Sergeant did - he had his las pistol and chainsword from being a sergeant and his red-dot lascarbine and mono-sword from being a penal legionnaire - meant he had 2 ranged and 2 melee weapons to muck about with :)

Only those that prosper may truly judge what is sane.
