I see what you're getting at, but remember that the attacking player effectively can't use stealth to stop certain characters from being declared as defenders. So it kind of balances out.

 

Anyway, the defending player will always know Dragon Sight is in play and active before the challenge is initiated, so 90% of what they would have done in an action window between declaring attackers and declaring defenders can be done in the action window before the challenge is initiated.
